DRAFT

There's a biological registry for those that undergo full body cyborg conversions, so that they remain known as the same person after the conversion. It's both for legal and medical reasons, legal so that you can't just duck out easily from convictions and other things, and medical because even if you go full conversion leaving just the brain you still need that information for potential medical issues down the line.

the biological registry is only accessed by law enforcement and medical professionals, it's not something you can access with a basic background check, and even then you have to put in a specific request to gain access to it as it's even more thorough than most other medical records.

Because the body is being shed entirely (depending on the owner's request) they're put through the most rigorous physical examination and blood panel possible, in order to have everything they could possibly need to troubleshoot a potential future problem (and also possibly tie anything to a scene of a past crime if that ever came up) Or if possible, to re-print biological parts. It's extremely thorough and potentially invasive, but that's why it's difficult to get a whole of the whole record without the proper clearance, because that also leaves potentiality to being abused.
